SPECIAL CANCUN, MEXICO WARNINGS:
1) Operators should ensure that all documents be in order and that the originals of all documents be brought aboard the aircraft. This can be an issue for many operators as insurance companies in the USA will send policies via email. Therefore, defining the "original" policy becomes an issue. Print off your policy on a Color printer on good quality paper to make it your "original" policy. Pilot licenses should have "English Proficient" on the back and for 2-crew aircraft BOTH pilots must be type rated.

2) Bring a signed notarized letter attesting to the ownership of the aircraft and the relationship of crew and passengers aboard. A sample of the letter is available for download in the Aeronautical Information Section of the member website. This letter is for Civil Aviation officials in Cancun.

3) You should ensure that ALL passengers who desire to depart Cancun, Mexico in this aircraft should have arrived in the country on that SAME aircraft to avoid being detained, denied departure or subjected to other unpleasant situations.

4) Mexican Immigration in Cancun is requiring a signed letter on company letterhead attesting that the flight is private and the relationship of the crew and passengers aboard or they will assess additional, significant fees (in addition to the existing passenger taxes) on the aircraft. Mexican law clearly states that this fee does not apply to private flights and we have discussed this matter multiple times with Mexican Immigration officials in Mexico City. The only authority who can determine if a flight is private or not is the DGAC at the airport. However, this is not occurring and local Immigration officials at the Cancun airport seem to have implemented their own policy.

5) Please note that the Cancun FBO will ONLY allow National Rent-A-Car to provide service at the FBO, customers wishing to use other rental car companies will be required to transfer to remote locations which has caused delays of up to 2 hours.

6) Pilots wanting to fly to Cancun from departure points NOT in the USA or Canada (Central America, Caribbean, South America) MUST make their first point of landing in Tapachula or Cozumel FIRST before continuing to continue to Cancun.

Failing to follow the above can result in long delays, exorbitant fees and aircraft seizure.

As of today, 25-MAY-2015, all of the issues mentioned above continue to be in effect.
