After reviewing the new 2013 Customs Management Regulations, it gets even more confusing.

Basically, a C7 INWARD/OUTWARD general declaration form is charged US$ 75 for processing. So a charter will pay US$ 150 total, $75 in and $75 out.

A C7A INWARD general declaration used by PRIVATE aircraft on arrivals is charged US$ 50. However, since PRIVATE aircraft have to us e a C7 for their OUTWARD declaration they could potentially have to pay $ 75 outbound as well.

Right now what I am hearing is that the charter flights are indeed being charged $ 75 each way but the private flights are only being charged $50. The wording in the document is worrisome as it opens the door for a private aircraft to be charged another $ 75 on the way out.
