We often get calls from pilots planning an international arrival in the USA who want to fly directly to an airport more convenient to them for clearing with CBP rather than stopping at the border. Under Federal Regulations, all aircraft arriving in the Continental United States via the U.S./Mexican border or the Pacific Coast from a foreign place in the Western Hemisphere south of 33 degrees north latitude, or from the Gulf of Mexico and Atlantic Coasts from a place in the Western Hemisphere south of 30 degrees north latitude, from any place in Mexico, from the U.S. Virgin Islands, or from Puerto Rico, must furnish a notice of arrival and must land for CBP processing at the nearest Designated Airport to the border or coastline crossing point as listed in USA Federal Regulations unless they have a Southern Border Overflight Exemption.
