To summarize the correct procedure in the Bahamas:

On ARRIVAL you present 3 copies of one of 2 forms:
C7A for private flights, fee is $50. You will receive one stamped copy which you must keep with the aircraft
C7 for commercial flights fee is $75. You will receive one stamped copy which you must keep with the aircraft

On DEPARTURE you surrender the form you filled out on arrival and then you fill out 2 copies of:
C7 for private flights, only if you have your C7A from arrival, you pay nothing
C7 for commercial flights, if you have your C7 from arrival, you pay another $75

While you fly WITHIN the Bahamas, you have your C7A stamped on arrival and departure from every airport where Bahamas Customs is present. For example, if you land in Marsh Harbour, you will receive a copy of the C7A stamped by Bahamas Customs. The next day you decide to fly to New Bight, Cat Island. Customs in Marsh Harbour will once again stamp your C7A on departure and Customs in New Bight will stamp your C7A on arrival. If you then decide to fly to Staniel Cay, Customs in New Bight will stamp your C7A on departure. Since there is no Customs at Staniel Cay, you do nothing. When you leave Staniel Cay, you do nothing and then when you land back in Marsh Harbour, Customs there will stamp your C7A on arrival.
