As we get a fair number of questions about this, I decided to break it out as a separate topic. The requirements for entering Venezuela were relaxed (slightly) last year for foreign aircraft. You can now fly to Venezuela for trips of less than 72 hours with only a notification versus a permit. However, to fly to another airport within the country or to remain in the country for more than 72 hours will require an entry permit.

The process for obtaining an Entry Permit for Venezuela takes about a month to obtain and the documentation and presentation process verges on the absurd so it is virtually impossible to do it without a Handling company.
