There is work underway on the main runway at the Juan Santamaria Intl Airport in San Jose, Costa Rica (MROC) that is causing some problems for flights trying to leave outside of "normal" operating hours. Pilots flyng into MROC should review the NOTAM below and obtain the latest NOTAM before planning to fly to MROC:
