Over the last weeks, the Mexican government has been the victim of cyber-attacks and the servers of several Federal Agencies were breached and confidential information extracted. In response to these attacks, the Mexican Secretary of Transportation has issued a notice stating that the issuance of Permits will be halted and this will affect the arrival of foreign registered aircraft into Mexico between now and December 31, 2022.

While theoretically all Single Entry and Multiple Entry Permits will no longer be issued, the reality is that they are still being issued at airprots. However, it is the payment part of the permit process that has been halted. What we have determined by calling airports around the country is that at some airports a pilot will be issued a special form which they must take to a Mexican bank and deposit (in pesos) the appropriate amount and then return with the form and the receipt to the airport.

Unfortunately, Civil Aviation Authorities have not taken into consideration if the flight lands on a weekend or holiday. At other airports, pilots are to give the amount in cash to the inspector on duty and the inspector will make the deposit in the bank for the pilot. However, as there is no approved, standardized methodology, the big unknown is what will happen when a pilot flies from the AOE of entry on to another Mexican airport and the civil aviation authorities there request to see proof of legal entry.

We anticipate a period of chaos over the next several weeks while this issue gets sorted out. Pilots should be prepared for possible disruptions in procedures from what they may have been accustomed to.
