The Authorities in Cancun have determiend that surveillance agents will monitor places like restaurants, hotels, nightclus and other tourist areas in order to ensure that health protocols are being followed.

These protocols include social distancing and mask wearing, some of the venues are also required to operate at a reduced capacity.
