If you are planning to return to the US from an international destination via KSDM, please take the following into account:

  • KSDM is a CBP Designated Airport and Landing Rights Airport.
  • After filing an eAPIS Manifest, you must send an email to BROWNFIELD@CBP.DHS.GOVBROWNFIELD@CBP.DHS.GOV at least 1 hour before departure. The email must include:
    1. Tail Number
    2. Estimated Time of Arrival (ETA)
    3. Names of Crew and Passengers
    4. Attached copy of eAPIS Manifest
  • You must wait to receive an authorization email from a CBP Officer.



AFTER HOURS ARRIVALS ARE NOT AUTHORIZED

INTERNATIONAL ARRIVALS SHOULD FOLLOW ATC INSTRUCTIONS TO TAXI TO BLUE CUSTOMS BOX LOCATED OFF OF TAXIWAY B. CREW AND PASSENGERS SHOULD REMAIN INSIDE AIRCRAFT UNTIL A CBP OFFICER ARRIVES.

A few years later, but this topic came out in search when I was looking for guidance, so I thought I'd update the community. Flew from MMLP (La Paz) to KSDM (Brown Field) on 11/28/2021. The numbers stated above have changed, here is what I got after my EAPIS was received. Hope this helps someone!

Thank you for contacting United States Customs and Border Protection (CBP) at the Port of San Diego.  This email address is exclusively for processing landing rights requests for general aviation at the following airports:
·     Signature (SAN/KSAN),
·     Brown Field Municipal Airport (SDM/KSDM) and,
·      McClellan-Palomar Airport (CLD/KCRQ).

This email box is actively monitored between the hours of 6:00 am – 10:00 pm PST.  Please allow two hours to process any requests submitted.  To speak with an Officer regarding landing rights, please call (619) 491-2620.  Faxed documets can be directed to (619) 491-2695.  Communications received during after-hours (10:00 pm – 6:00 am) will be responded after 6:00 am PST. For urgent after-hours situations, please call (619) 428-2188.

All operators intending to enter the U.S. by air must provide advance notice of arrival and obtain permission to land from CBP.  Only after CBP has approved landing rights and the pilot has executed all instructions is the aircraft free to depart with the intent of landing at the designated U.S. port of entry.

Advance Notice of Arrival
Operators must file both the advance notice of arrival and an electronic manifest for all individuals onboard the aircraft on the same eAPIS transmission no later than 60 minutes prior to departure.   It is the responsibility of the operator to ensure eAPIS submission, accuracy, timeliness, completeness, and any updates to the advance notice of arrival and manifest information.

The contents for advance notice of arrival are listed in 19 CFR 122.23(c) for unscheduled commercial flights (charter); or 19 CFR 122.22 (b)(4) for private aircraft.  The operator is required to transmit eAPIS information in accordance with 19 CFR § 122.22(a)(3) Manifest data required for private aircraft, or 19 CFR 122.49b(b)(3) Information required for commercial aircraft.

Permission to Land (Landing Rights)
Prior to departure from a foreign place, the operator must contact CBP and receive a message approving landing rights within the United States.  Operators requesting landing rights should be prepared to provide the following information:
·      Arrival location: KSAN / KSDM / KCRQ,
·      Date + ETA,
·      Tail Number,
·      Carrier Code + Flight Number for commerical charter flights,
·      POC and contact phone number are recommended.

Any substantive change to a previously approved request (such as tail number, traveler additions, or substitutions) will require operators to retransmit eAPIS and (re)confirm landing rights through direct communication with CBP prior to departure from foreing. Only minor amendments regarding flight cancellation or delayed time of arrival may be submitted telephonically without the need to re-transmit eAPIS.

Welcome to CST Forums and thank you for the update!
During the past few months, CBP has begun sending these messages as a confirmation after pilots file their eAPIS and make their intended arrival notification call.
We find that this confirmation email and the information attached is highly useful as it contains important instructions and information, such as relevant telephone numbers.

If you have any additional information or experiences that you would like to share regarding your trip to MMLP or your return to the US, we will be glad to read them.
