There is a new circular out to the DGAC offices regarding N registered aircraft.

The two issues that the Mexican government has are:

1) with Mexican citizens purchasing aircraft under a US trust and then obtaining a US pilot's license from the FAA off of their Mexican pilot;s license to operate them. While apparently legal, a number of Mexican officials consider this a means to avoid paying the required Mexican sales tax and not complying with Mexiacn aviation regulations for the aircraft.

2) US registered aircraft providing illegal caobtage (charter) service to/from/inside Mexico withouth the proper permits from both the FAA and the Mexican DGAC

Therefore, from what we have learned, the DGAC is trying to identify aircraft that are registered to US corporations to determine if they fall under one or both of the scenarios above. We have not yet received a copy of the new circular but have received a number of contacts from Mexican pilots as well as from our local agents throughout Mexico.
