The US Department of State has listed Venezuela as a High Risk country, with a Level 4 Travel Advisory: DO NOT TRAVEL.

On April 30th, 2019, the US FAA issued NOTAM (KICZ A0013/19) to prohibit US operators from conducting flights to or over Venezuela below FL260 due to increasing inadvertent risk to civil aviation from Venezuelan military driven by ongoing political instability.

The Venezuelan National Institute of Civil Aviation (INAC) has repeatedly banned national and foreign Business and General Aviation operations in the country.

Although the last restriction to GA was lifted November 19th, 2019, during the last few days, Military claim to have intercepted and neutralised a couple of aircraft suspected of trafficking narcotics.

The government has an aggressive air intercept and shoot-down policy which allows Air Defence Forces to intercept and disable aerial targets violating regulations. While legal civil aviation flights are unlikely to be targeted, there remains a latent risk of misidentification and interception by military air and air defence assets.

Civil unrest and Nationwide anti-government demonstrations, protests and roadblocks also create a dangerous environment on the ground.

We therefore reinforce the recommendation to avoid Venezuela and Venezuelan Airspace altogether in order to reduce travel risk.
