The Cayman Islands is in the process of implementing CARICOM APIS. It is currently in the testing phase but it is anticipated that it will go live in as little as one month's time. This means that to fly to the Cayman Islands you will not only need to obtain a Cuban Overflight Permit (when flying form Florida) or pay Mexican airspace fees (when flying from the Gulf Of Mexico) but you will also need to file a CARICOM APIS into and out of the Cayman Islands.

For those not familiar with CARICOM APIS, you can file for free using the CARICOM APIS website. They have an interactive portal where you can capture the information similar to the eAPIS portal for the USA. Note that this portal is currently being reviewed for updates and will eventually be upgraded in the coming months.
