I just came back from a short trip to Cancun in my Saratoga and wanted to give you a heads up about my experiance with the Cancun FBO. I do have nothing but praise for the Cancun FBO service, they did all the paperwork incoming and outgoing including customs declarations, fligh plan and walked me personally through imigration,customs and Civil Aviation which are in the same building.The process took not more than about 30 minutes and all I had to do was sign the papers they prepared. I was in my Hotel within 1 hour from the time I walked into the FBO. The cost of US$ 130 which included ramp fees for 3 days was well spent money in my opinion.
For does on a tight budget there is the option to go to Aviacion General and do the paperwork and legwork by themselfs. I have no experiance with doing it that way, but it would be interesting to hear from someone entering Mexico in Cancun this way.

We were in Cancun in our Navajo on June 13th. The price of fuel for 100LL came out to $4.85/gallon for 156 gallons. A week earlier in Cancun, also, we paid $5.34/gallon for 78 gallons. So, the price does fluctuate quickly. You may even be paying much lower than the $4.85 since fuel prices have dropped since June 13th. Remember that the truck will read in liters and the amount given in pesos. Happy flying!

I literally just finished going through my notes and typed up the following in a word document. We did the "aviacion general" and here is what we got. Not too bad but we did it twice and our average time was about 45 minutes to an hour to get out the door.

INTERNATIONAL PROCEDURES (MMUN)INBOUND
1. Park the aircraft at the tarmac in front of the FBO and shut-down engines.

2. Be sure to tell FBO worker that you want “Aviacion General” (no services).

3. Unload baggage onto the tarmac.

4. Customs (“aduana”) will come out and check the airplane. They are not the military.

5. Two military soldiers will approach you to ask a series of questions:
a. The tail number;
b. Type of airplane (ex. PA-31);
c. Registered owner;
d. Charter or private;
e. Pilot’s name; and
f. Pilot’s license number.

6. Enter, with passengers and luggage, into the customs building.

7. Feed baggage through the scanner.

8. Complete following forms:
a. Territory Entrance Form (“Internacion de Aeronave”);
b. Inbound GenDec form; and
c. One immigration card per passenger group (not per person).

9. Enter SENEAM office and complete landing permit form (multi-entry);

10. Proceed to next office, DGAC, and obtain flight plan closure form.

11. Fill out flight plan closure form and hand into SENEAM.

12. Pay SENEAM for the landing permit, which is approximately $75 USD.

13. For fuel – have FBO contact ASA for “GasAvion (100LL)”.

14. Inform FBO that method of payment. Be specific (ex. Visa or MC).

15. Two separate transactions to pay ASA fuel attendant at the truck:
a. Fuel cost;
b. SENEAM fee (approx. $20)

INTERNATIONAL PROCEDURES (MMUN)OUTBOUND1. Enter SENEAM to pick-up annual landing permit. Sign their copy, take yours.

2. Proceed to DGAC and file flight plan. If IFR, make sure that you file all airways.

3. ASUR/Customs will inspect the airplane.

4. FBO will give you GenDec outbound. Give FBO attendant you and your passenger’s passports.

5. Pay FBO for airport fees incurred:
a. Landing Fee - $5.75 (“aterrizaje”)
b. Tarmac In Front of FBO - $6.20 (“plataforma de embarque y desembarque);
c. Overnight Parking - $5.00/night (“plataforma de pernocta”)
d. Coordination of Payment - $8.00 (“coordinación de pagos”)
e. Third Party Taxes - $55.00 (“derechos pagados por cuenta de terceros”)

6. When ready to depart, exit through immigration and customs.

7. Scan bags before exiting and depart the terminal.

Hope that helps!
